In addition, it was decided to implement the increase , not to exceed two-thirds of the penalties for crimes committed with the use of the means of anonymizing sites under control. The standard refers to the undercover investigative activities that have served to bring to light the use of darknet , or networks for the exchange of the " deep web " in which anonymity systems impede the path of the data of electronic access of Internet users, seriously compromising the acquisition of evidence of criminal conduct .
